IRVINE, Calif., Dec. 6 /PRNewswire-FirstCall/ -- HiEnergy Technologies, Inc. (BULLETIN BOARD: HIET) today announced the successful showcase of its novel explosive detectors, the robot-borne STARRAY(TM)system and the under-vehicle CarBomb Finder(TM) 3C5 at the International Conference "The Balkans as Terrorism's Western Passage and Novel Counter-Terror Technologies" held in Belgrade, Serbia & Montenegro November 25-27, 2005. HiEnergy Technologies is the industry leader in neutron-based explosive diagnostic technology and the creator of the world's first explosive diagnostic devices which can effectively decipher the chemical formulas of unknown substances through metal or other barriers, virtually instantly and without human intervention.

The conference was sponsored jointly by the Terrorism Research Center of Belgrade, the International Strategic Studies Institute of Washington, D.C. and the International Policy Institute for Counter-Terrorism of Switzerland. It was opened with an address by Boris Tadic, President of Serbia & Montenegro, and chaired by Gen. Goran Radosavljevic (ret.), former Commander of the Serbian Joint Security Force Police Units. Gen. Radosavljevic, recipient of the NATO security medal and awards from the French, German and British governments for his peacekeeping efforts in the Balkans during the Bosnia and Kosovo crises, is quoted as saying: "We have invited only those with neutron-based detection technologies. Why?...All of us with hands-on experience in counter-terrorism know that X-rays cannot distinguish explosives from non-explosives and canine have proven unreliable after an hour or so. We need a detector that tells whether it's an explosive not perhaps yes or perhaps no, but for sure, as exemplified by the technology of HiEnergy Technologies."

During open-air blind tests, samples of real explosives as well as innocuous substances, wrapped in indistinguishable packaging, were invariably and correctly identified in as little as 59 seconds with 97.5% certainty. In one sample, the STARRAY(TM) system's analysis showed that the chemical formula of the Yugoslav-made plastic explosive was approximately 30% more potent than common variety plastic explosive, which was later confirmed by military officers on hand.

Two other explosive detectors were presented including a landmine detector from E.A.D.S. of France and a ship container control unit from the joint Italy-Croatia laboratory in Zagreb. Unlike that of HiEnergy's Stoitech(TM) technology, these neutron devices were not "stoichiometric",* lacking the ability to decipher the chemical formulas of unknown substances explosives or illicit substances, and thereby limited to determining the presence of a "possible explosive".

The conference also focused on the non-technical aspects of terrorism, including policy. German and Swiss speakers reported on the increasing links of terrorists' organizations with organized crime, money laundering and drug smuggling and the evidence that the Balkans have become a passageway for terrorists into European Union. Observers from Middle East and China were also present, among others.

HiEnergy Technologies, Inc. is the creator of the world's first "stoichiometric" diagnostic devices that can effectively decipher chemical formulas of unknown substances through metal or other barriers, almost instantly and without human intervention. HiEnergy's products incorporate a proprietary interrogation process which activates a selected target with neutrons causing the contents to emit back gamma rays that contain unique signatures from which the chemical formulas are derived. HiEnergy is focused on the commercialization of the world's first "stoichiometric" explosive diagnostic devices, including the CarBomb Finder(TM) 3C4, a vehicle-borne system, for the detection and identification of car bombs, and the SIEGMA(TM) 3E3, a portable suitcase-borne system for the detection and identification of home-made bombs, also known as Improvised Explosive Devices or IEDs. The Company is marketing its devices to governmental and private entities and is negotiating licenses for distribution of its devices with various industry partners.
