The report, "Internet Global Growth: Lessons for the Future," discusses how Europe has been central to the migration of Internet traffic and the increase in Internet users globally. As Europe providers began to build out their network and Internet Exchange Points, Dr. Kende noted, it created a shift in bandwidth which helped localize traffic in Africa to further reduce latency and costs. While in 1999, 70% of bandwidth from Africa went to the U.S., by 2011 this had fallen to just a few percent, and nearly 90% went to Europe. European operators are also instrumental to the increase in capacity to Africa and build out of local mobile broadband networks.

Further, the report provides evidence showing current Internet model effectively promotes Internet growth worldwide, and warns that restrictive regulations could impede further development. Dr. Kende credits private investment and innovation for the progress, but cautions that regulatory overhaul will halt this growth.
