This is one of the findings of the latest Hays Quarterly Report, which looks at candidate and employer trends, while highlighting skills in demand over October to December 2012.
"Outsourcing is the major trend across Japan's life sciences sector," says Christine Wright, Hays Operations Director, Asia. "We are seeing this across all aspects of the industry, from early stage clinical research to clinical trials, manufacturing processes, data management and sales. This has produced opportunities for companies that specialize in these areas - such as CROs, CSOs, and CMOs - and it will lead to increased vacancies in these companies.
"In the past, when preparing to launch a new drug, pharmaceutical companies would typically run a massive recruitment drive for perhaps fifty to one hundred Medical Representatives (MRs). Now, they may recruit half of that and partner with a CSO that provides the remainder."
In addition, according to the Report, many clinical trials are in progress or scheduled for 2013, increasing the demand for Clinical Research Associates.
Medical Science Liaisons are also needed, as laws have changed so that selling to doctors has become more science-based. However, there is a limited pool of candidates qualified to act as scientific liaisons.
"Next year will see a return to volume MRs recruitment, both from the pharmaceutical companies and the CSOs. Some companies are scheduling recruitment drives for 2013, and employers are already telling us to prepare," says Christine.
Meanwhile, many companies are expanding into new areas and require candidates in Medical Device Sales, while Regulatory Affairs candidates are in demand, leading to a supply squeeze. At the same time, Quality Assurance candidates are needed, and pharmacovigilance candidates are in short supply, as the need for documentation increases to allow for faster drug releases.
"The right candidates command high salaries and often receive multiple offers, so employers need to be aware of salary expectations and act quickly in their recruitment process," says Christine.
Hays has developed strong relationships with major global CROs and CSOs with a presence in Japan in a bid to find these businesses the right staff and place high-quality candidates with reputable companies. And the Hays Life Sciences team is increasing headcount to meet employers' needs.
"There are a number of agencies in Japan who deal with life sciences or pharma recruitment, but we specialize further by hiring and training specialists for clinical, regulatory and quality, sales, and senior commercial functions," says Christine.
