ARLINGTON, Va., March 3, 2013 /PRNewswire/ -- Federal Computer Week (FCW) magazine has named Catherine Poole, Senior Director of ASI Government's Research Institute, one of its 2013 Federal 100 Award winners. Ms. Poole was selected for her work in creating the Hurricane Sandy Emergency Contracting Toolkit. She and her team designed, developed and executed the toolkit to help federal officials, the press and other stakeholders understand, interpret and quickly apply the unique procurement regulations pertaining to this type of emergency. It included a comprehensive guide to emergency contracting, frequently asked questions, step-by-step checklists, policy guidance and other resources, as well as a help desk available 24 hours a day.
"I am deeply touched by this recognition," Ms. Poole said. "Each day, my colleagues and I strive to help public servants achieve their vital missions - to support them, and by extension, to support our communities and our neighbors. The toolkit is one example of our commitment to each of them."
Kymm McCabe, ASI's President and CEO, said, "While information is available on emergency response in general, there are few practical tools to help agencies contract quickly and help those in need. Emergencies trigger a variety of changes, and while they provide flexibility in the contracting process, they also trigger oversight concerns regarding compliance. Catherine's work enabled rapid response with confidence of compliance."
ASI launched, distributed and promoted the toolkit – which included proprietary information typically accessible on a subscription basis – free of charge the day after the hurricane to enable federal officials to respond quickly and in full compliance with federal regulations to those in need after the storm. ASI Web traffic increased 674 percent, with press coverage of the launch playing a critical role in getting the word out.
