CHANTILLY, VA -- (MARKET WIRE) -- 10/04/06 -- TV Worldwide, the first web-based global TV
network, announced today that it had been selected by Rhode Island's
Committee to Elect Frank Caprio to launch the first Internet TV channel for
use in a political campaign, Caprio TV (www.CaprioTV.com). The launch of
the channel is attracting national attention for Caprio, who has already
won past awards for his campaign web site and its content. Caprio was also
the first candidate in the nation to use Video on Demand via Cox
Communications ON DEMAND channel airing for free viewing "Caprio - The
Biography." If elected, in addition to connecting with constituents via
Internet TV, Caprio, a technology advocate who has distinguished himself as
an independent leader in Rhode Island state government, has vowed to enable
citizens to check how each taxpayer dollar is being spent by the state,
on-line.
"We say that the Internet acts like a virtual handshake for political
candidates: it's a good supplement to, but not a replacement for, real
world contact," stated Julie A. Barko Germany, Deputy Director of The
Institute for Politics, Democracy and the Internet at George Washington
University's Graduate School of Political Management. "However, video, like
Caprio's new online TV channel, makes a far more powerful impact. It
appeals to our emotions. It shows us how the candidate walks and talks and
interacts with people."
"Regardless of where one falls in the political spectrum, Frank is viewed
as a respected pioneer in constituent communications," commented Dave
Gardy, CEO of TV Worldwide. "More importantly, he has the vision to press
the envelope with innovative new media approaches to interact with
citizens, and that's why we enjoy working with him on this Internet TV
channel effort."
"We called on TV Worldwide's extensive expertise to help us build an
Internet TV channel to communicate with a range of audiences on Caprio TV,"
stated Frank Caprio. "Stimulating interactive communication is integral to
this, because we get the feedback from voters we need to run a successful
campaign and once elected, ideas we can use for solutions that work in
state government."
"During the presidential election in 2000, just having a Web site was a big
deal. In 2004, the focus was on blogs and online fundraising. The 2006
elections are all about MySpace and YouTube," remarked Barko Germany. "By
2008, Web video will be the standard, and we suspect many candidates will
develop their own online TV channels. You might say that video is the next
frontier for political candidates."
CaprioTV.com provides voters the opportunity to view short, easily
assimilated video segments on relevant issues such as Frank Caprio's
position on pension fund reform along with public access to state treasury
information. The flexibility of online television will allow Mr. Caprio to
respond to additional issues as they arise throughout the campaign.

About Frank Caprio
Making government work for people is how Frank T. Caprio sees his role as
an elected public servant. He has distinguished himself as an independent
leader in state government over the past fifteen years. He credits his
outspoken advocacy for the constitutional amendment commonly referred to as
Separation of Powers as a very important event in his public service
career. Against the wishes of Rhode Island legislative leaders, Frank T.
Caprio, as a State Senator, called for passage of the stalled Separation of
Powers amendment in 2002. As a result of his vocal support for the
amendment, the then Senate leadership sought to punish Caprio by removing
him from his post as Chair of the powerful Senate Finance Committee in
August of 2002.
During the next year, both the House Speaker and Senate President,
individuals who fought against the people of Rhode Island and Caprio on the
Separation of Powers amendment, had their political careers end abruptly.
The amendment passed the legislature and went on the state ballot in 2004.
Rhode Islanders made it law with almost 80% approval. Separation of Powers
changed how Rhode Island government functions, making it more like the
federal and most other state governments.
Being removed from a leadership post in 2002 because of his public stand
against state house insiders is an example of the political courage Caprio
has exhibited during his public service career. As the next Rhode Island
General Treasurer, Caprio wants to put Rhode Island's interests ahead of
any special interest. He does not want wasteful government spending. He
wants government to be open, accountable, and efficient.
