The victim was stunned to discover that she was connected to a delinquent account after she received a balance transfer letter informing her of the unpaid account. The past due balance was transferred to the mother’s account after she returned to the area and resumed service. The delinquent account was discovered during a due-diligence review of multiple service requests from the same unit address.
