SINGAPORE, Feb. 11, 2014 /PRNewswire/ -- The global law firm Jones Day announced today that David Carden, the United States' first Ambassador to the Association of Southeast Asian Nations (ASEAN), will re-join the Firm, based in Singapore, as Partner-in-Charge of Asia. He was a partner based in New York and co-head of Jones Day's Securities Litigation & SEC Enforcement Practice prior to confirmation of his ambassadorship in March of 2011.

As the U.S. Ambassador, Ambassador Carden oversaw the broadening engagement of the United States in Southeast Asia, which included the Obama Administration's 2011 "pivot" or "rebalance" to the region. He was based in the US Mission to ASEAN in Jakarta, but traveled regularly throughout ASEAN's ten Member States and Asia. His responsibilities included engaging with and supporting ASEAN as it moves toward economic integration in 2015, and addresses the many issues on its broad and ambitious agenda. In doing so, he advocated for the systemic changes necessary to promote the peaceful and prosperous growth of the region.
Under Ambassador Carden's leadership, the U.S. Mission addressed the full range of issues inherent in realizing ASEAN's aspirations, including economic development, trade liberalization, intellectual property protection, the need to develop the rule of law and more responsive and effective governance, pandemic prevention and preparedness, providing the mechanisms to allow for more effective responses to natural disasters, the need for more available and improved healthcare and educational opportunities, addressing human and wildlife trafficking, terrestrial and maritime environmental protection, sustainably managing the region's fisheries and natural resources, responding to the challenges of deforestation and climate change, food and water security, promoting programs and approaches that focus on increasing the resilience of ASEAN's people and institutions, promoting historical and cultural preservation, and focusing on sustainable cities as the economic engines for the region. He worked to build alliances for change in the region, including coordinating and facilitating the efforts by the embassies of countries in the European Union and Latin America in their engagement with ASEAN, which will contribute to ASEAN's efforts to meet its goals.
Ambassador Carden also has been and remains a strong advocate for business in the region. He recognizes that only by developing the rule of law will Southeast Asia realize its full potential. The investment necessary for ASEAN to realize its aspirations will require greater transparency, predictability, and fairness. In addition, only by increasing public confidence in the ASEAN member states' adherence to the rule of law will the Region enjoy long term sustainable growth.
The U.S. Mission to ASEAN, which tripled in size during Ambassador Carden's tenure, encouraged decision making in the ASEAN member states and in the region based upon better information. To this end, Ambassador Carden hired the first ever science advisor to be posted in an American Embassy or Mission, and advocated successfully for the creation of an ASEAN Fulbright Scholarship Program. The Mission also created an ASEAN-U.S. Science and Technology Fellows Program during his time as Ambassador.
In recognition of his efforts, Ambassador Carden was awarded the Department of State's Superior Honor Award in December 2013.
