South Devon Healthcare move towards paperless in ED with Ascribe Symphony

5th March 2014 - South Devon Healthcare NHS Foundation Trust ("SDHFT") and Torbay and Southern Devon Heath and Care NHS Trust ("TSDHCT") have awarded Ascribe the contract to supply their Unscheduled Care solution, "Ascribe Symphony". The solution will be used in the SDHFT Emergency Department at Torbay Hospital and the TSDHCT Minor Injuries Units (MIU) in community hospitals across the Torbay and Southern Devon area.

The target set by Jeremy Hunt for the NHS to be paperless by 2018 and the need for a clinical solution has led the Trusts to replace their legacy HP Swift A&E system, which has previously relied heavily on paper; from the patient booking in, to ED records, case notes and requests for further treatment.

The SDHFT Emergency Department at Torbay Hospital currently handles over 75,000 patients a year; TSDHCT runs 10 Minor Injury Units handling 40,000 patients a year. Ascribe's Symphony solution is directly replacing the current HP system at 8 MIUs and 1 A&E Acute Hospital site. These 9 sites will be integrated into a single 'joined up' community clinical database, providing improvements in clinical safety; and support for safeguarding vulnerable patients that might present for care at different sites across both organisations.

The new solution will provide both organisations with real-time monitoring against national standards, enabling users to measure improvements against key performance standards, including full support for the A&E Clinical Quality Indicators, ultimately leading to benefits for patients. The trusts are also looking to implement a Clinical Portal, which will enable them to integrate clinical systems including Symphony; and view a summary dashboard of patient data in real time, supporting faster clinical decision making in line with the ICT strategy.

A variety of clinical and administrative staff across both organisations will work closely alongside Ascribe's implementation team to develop and deliver a fully electronic workflow for medical, nursing, allied health and administrative staff.

For SDHFT, Dr Graham Gardner, Consultant in Emergency Medicine, noted "The Trust is making a significant change by implementing Symphony; we will be moving to electronic records for all patients within the emergency department to create opportunities to enhance patient care and management, including handovers to specialist services and our GP colleagues. In making these changes the ED will make its own contribution towards the Trust's key outcomes of providing the safest care possible and delivering better value within our health community."

Speaking on behalf of Ascribe, Stephen Critchlow, Executive Chairman, said: "Ascribe believes that by moving to a paperless environment, trusts can prevent the human and financial costs associated with lost or illegible records."

SDHFT already uses Ascribe's Endoscopy solution to support clinicians in the management of patients with GI disorders, and support the full recording of clinical interventions. Both organisations also use Microsoft's SharePoint technology provided and supported by Ascribe.

About South Devon Healthcare NHS Foundation Trust & Torbay and Southern Devon Health and Care Trust
The catchment area for both Trusts covers 300 square miles - from South Dartmoor to the length of coastline which stretches from the mouth of the River Exe (Dawlish), past the Teign and Dart estuaries (beyond Dartmouth). Torbay Hospital therefore serves a resident population of approaching 300,000 people. Approximately 100,000 visitors at any one time are cared for by the emergency department and MIUs during the summer holiday season. A significant part of both organisations work is emergency treatment. Over 75,000 patients a year come through Torbay Hospital's Accident and Emergency Department, with 40,000 visiting TSDHCT MIUs.

The services the Trusts provide are funded by South Devon and Torbay Clinical Commissioning Group (CCG), with TSDHCT also being partly funded by Northern, Eastern and Western (NEW) Devon CCG, who receive an allocation of NHS money from the government each year and who decide on the healthcare priorities for their local population.

SDHFT was one of the first NHS Trusts (established in 1991) and was authorised as one of the early NHS Foundation Trusts in 2007, and has a large public membership. http://www.sdhct.nhs.uk/

TSDHCT formally came into existence as a statutory body on 1 October 2000, as Torbay Primary Care Trust. It subsequently became Torbay Care Trust on 1 October 2005 (taking on responsibility for social care in a partnership agreement with Torbay Borough Council from December 2005), and Torbay and Southern Devon Health and Care NHS Trust on 1 April 2012. http://www.tsdhc.nhs.uk/
