Children's Hospice International Founder Ann Armstrong-Dailey Receives 2014 "Founder's Award" for Lifetime Achievements to Help Children with Life-Threatening Conditions

Armstrong-Dailey Recognized for "Ground-breaking Work" at International Awards Ceremony

ALEXANDRIA, Va., March 21, 2014 /PRNewswire-USNewswire/ -- Founding Director of Children's Hospice International (CHI), Ann Armstrong-Dailey, was one of four honorees presented with a "Founders Award" during this year's Annual Living Legacy Awards hosted by the Women's International Center (WIC) at the Crowne Plaza Hanalei in San Diego.  The awards honor "ground-breaking individuals from around the world who are making a difference," according to the award website.

Armstrong-Dailey said, "It's a great honor to accept this award on behalf of the 1.2 million children with life-threatening conditions and their families in the U.S. and the many more millions world-wide who will benefit from our Children's Program of All-inclusive Coordinated Care (ChiPACC)."

Armstrong-Dailey was nominated by legendary WIC Founder Dr. Gloria Lane due to her "extraordinary work" as founding director of CHI, a 501(c)(3) organization, to provide an emotional shelter for dying children and their families, where children are "part of life and living, not death and dying."  Previously, Armstrong-Dailey won a Legacy Award in 1989, and in 1986, her organization – Childrens' Hospice International – won an "International Organization Award."

"In 1983, only four out of 1,400 hospice programs in the United States accepted children," said Armstrong-Dailey in an earlier interview with The New York Times. "I got involved out of sheer, unadulterated anger. It had never occurred to me that children wouldn't have the option of hospice care."

During her speech, Armstrong-Dailey remembered Gloria Lane, who passed away in 2013, saying: "Though she is no longer with us… she is here with us in spirit." Dailey also thanked the Women's International Center team for their work, as well as her daughter Patricia Dailey, and granddaughters, Jessica and Grace Lowe.

In 1983, Armstrong-Dailey also organized the first CHI World Congress in San Francisco in conjunction with the American Academy of Pediatrics. She sought to educate those who care for children with life-threatening conditions and their families about the latest trends in pediatric curative, palliative and hospice care." Since then, 22 congresses have been held worldwide. The 23rd World Congress will be held in October 2014 in Newark, NJ, and the following Congress will be held in 2015 in Brisbane, Australia.

Later, in 1996, Armstrong-Dailey collaborated with the U.S. Department of Health and Human Services (HHS) to find better solutions for families and the Medicaid program. Three years later, Congress approved appropriations for CHI PACC, a program for All-Inclusive Care for Children and their Families, to continue care for children and their families from time of diagnosis, with hope for a cure, through bereavement, if needed.

In previous sessions of Congress, legislation has been introduced by Congressman Jim Moran (D-VA), which would provide States an option to cover a children's program of all-inclusive coordinated care (ChiPACC) under the Medicaid Program. Attorneys at Arnold & Porter are currently working with ChiPACC supporters in Congress on reintroducing this legislation in the 113th session.

According to a U.S. Senate Congressional Record in 2005, because of Armstrong-Dailey's work, 450 of 3,000 U.S. hospices had incorporated child-specific hospice, palliative or home care services. Today, nearly all hospices accept children.

The black-tie event, which took place on February 22, 2014, featured celebrity hosts, actresses Margaret O'Brien, from the film, Little Women, and Rose Marie, who played "Sally Rogers" on the CBS comedy, The Dick Van Dyke Show. The evening's Masters of Ceremonies were film star Randal Malone, president of the Southern California Motion Picture Council, and former Emmy Award-winning anchor and reporter for KGTV-San Diego, Lee Ann Kim, who is now the executive director of Pacific Arts Movement. This year's Awards Co-Chairs were Sally B. Thornton, author, philanthropist and community leader, and Dr. Marianne McDonald, author, distinguished professor, and member of the Royal Irish Academy.
