Penn Foster created its online student community as a response to the school's rapidly growing enrollment and the rising cost-per-interaction between students and Penn Foster's staff and faculty. At the time, the school's communication avenues were limited to telephone, email and, to a lesser extent, chat.

The educational leader also faced challenges unique to its virtual campus environment. "As an online school, people can't visit our campus to touch and feel it," said Dara Warn, chief marketing officer, Penn Foster. Initially launched in 2010 as "eCampus," the site allowed students to connect with peers to share experiences and tips, and meet other students in their same field of study. In 2012, Penn Foster upgraded the site to feature a wider variety of support services, including a community map for students to find others in their area with which to connect, polls, student blogs, organized discussions and groups by area of study, a calendar of events, documents and video links. In 2013, Penn Foster introduced the Bunchball gamification application to further increase engagement of its community members. One year after implementation, the new community reached 64,622 users – an increase of 200 percent. By the end of 2013, emails were reduced by more than 40 percent, and the cost per interaction dropped an average of $1.06 each year since 2010.
