Relatório da GSMA aponta que os preços altos do espectro deixam milhões de pessoas desconectadas

Os impactos negativos dos altos preços do espectro nos consumidores não podem mais ser contestados, de acordo com um novo relatório divulgado hoje pela GSMA na ITU Telecom World 2019. O relatório da GSMA intitulado “O impacto dos preços do espectro nos consumidores” confirma que os países com políticas precárias de espectro – que inflam o espectro ou atrasam as atribuições de espectro – estão impossibilitando que milhões de pessoas acessem os serviços de banda larga móvel ou fazendo com que experimentem uma qualidade de rede reduzida.

“Os leilões de espectro não podem mais ser vistos como a galinha dos ovos de ouro”, disse Brett Tarnutzer, diretor de Espectro da GSMA. “Qualquer governo que inflacione o preço do espectro para maximizar a receita agora faz isso com pleno conhecimento de que suas ações terão repercussões negativas nos cidadãos e no desenvolvimento dos serviços móveis. Agora, temos evidências claras que mostram que, ao restringir a capacidade financeira das operadoras de investir em redes móveis, milhões de consumidores sofrem.”

O estudo da GSMA é o primeiro a fornecer fortes evidências para vincular diretamente os preços altos do espectro e certas práticas de gerenciamento de espectro a resultados negativos para o consumidor, como lenta implementação da rede, redução da qualidade de serviço reduzida e baixa cobertura móvel1. As principais conclusões do estudo realizado entre 2010 a 2017 nos países desenvolvidos e em desenvolvimento está destacado abaixo:

1. Nos países desenvolvidos, os altos custos do espectro tiveram um papel significativo na redução da implementação de redes 4G e geraram uma redução de longo prazo na qualidade da rede 4G;

2. Nos países em desenvolvimento, os preços do espectro eram, em média, quase três vezes mais caros do que nos países desenvolvidos em relação às receitas esperadas. Nesses países, os altos custos do espectro desaceleraram a implementação das redes 3G e 4G e geraram reduções de longo prazo na qualidade geral da rede;

3. Nos países estudados com os preços mais altos do espectro, a rede 4G da operadora móvel média cobriria 7,5% a mais da população se tivesse adquirido o espectro a preço médio do espectro;

4. O momento da adjudicação do espectro tem um impacto significativo na cobertura móvel. Por exemplo, se uma operadora receber o espectro 4G pelo menos dois anos antes, a cobertura da população da rede 4G seria, em média, de 11 a 16 pontos percentuais mais altos (todos os demais serão iguais). A implementação de redes 3G também foi significativamente atrasada em mercados que licenciaram o espectro mais tarde, com níveis de cobertura 3G até 12% inferiores durante o período de implementação nesses mercados; e

5. A quantidade de espectro licenciada para as operadoras teve um impacto significativo na qualidade da rede. Durante o período de análise, 20 MHz adicionais de espectro 4G aumentaram as velocidades médias de download entre 1 e 2,5 Mbps (equivalente a um aumento de até 15%).

“Essas descobertas têm ramificações importantes para governos e órgãos reguladores, particularmente aqueles que apostam no 4G e 5G como facilitadores do crescimento econômico e desenvolvimento sustentável”, acrescentou Tarnutzer. “É claro que, se não revertermos a tendência alarmante de leilões caros, isso terá consequências prejudiciais para os consumidores e o desenvolvimento da economia digital.”
