On Capitol Hill, Dr. Lehman served as an Associate Staff Member of the Senate Armed Services Committee, working directly for Senator Harry F. Byrd, Jr., and subsequently for Senator John W. Warner. Dr. Lehman earned Masters Degrees in International Security Affairs and Law and Diplomacy, as well as his Ph.D. in International Security Affairs from the Fletcher School of Law and Diplomacy at Tufts University.
